Wednesday, June 10:
11:45 am - 1:00 pm: Telling the Research Impact Story of COVID-19 This panel will consist of Tanju Karanfil, Vice President for Research at Clemson University; Melur (Ram) Ramasubramanian, Vice President for Research at the University of Virginia; and James Luther, Associate Vice President of Finance and the Research Costing Compliance Officer at Duke University. The panelists will address topics including estimating research losses using modeling and other methods; how to address “faculty and research effort due to the national emergency” in a responsible manner; how to tell the story in the RPPR; establishing communication (and training) across the institution to address the RPPR in a coordinated manner and other issues and concerns under the “new normal.”
2:00 pm - 2:30 pm: Guest Speaker, Dr. Kelvin Droegemeier, Director of the Office of Science and Technology Policy
3:30 pm - 4:45 pm: The Research Ramp Up Continuum: Bringing On-Campus Research Activities Back Online as COVID Restrictions Ease This session will discuss issues encountered by institutions who are in varying places along the timeline of ramping-up on-campus research activities, from just beginning to well underway. Issues discussed will include Considerations in planning for re-entry, including building reopening, support services & screening and testing; special Considerations for Basic, Animal, and Human Subjects Research; and Addressing Possible Retrenchment."
Thursday, June 11:
12:00 pm - 1:00 pm: Federal Legislative and Congressional Update AAU and APLU colleagues will discuss pending legislation of interest, as well as other congressional actions, with a focus on COVID-19 and science and security related legislation. Examples include: COVID-19 relief funding; disclosure and other requirements to address foreign influence in federally-funded research; and legislation and other congressional interest in the Department of Education’s Section 117 reporting requirements.
1:45 pm - 3:15 pm: Foreign Influence on Research: Handling Cross-Cutting Issues Through the discussion of issues in a case study, this session will examine the actions that research institutions have taken in response to funding agency and governmental concerns about foreign influence on research. This university panel session will include discussion around a variety of topics, including changes to institutional policy and processes in response to recent agency guidance, coordination of information flows across dispersed institutional units that collect faculty information, communicating funding to agencies, risk management with respect to intellectual property concerns, and working with state governments who have also expressed concern in this area.
4:00 pm - 5:00 pm: NSF Update on the Proposal Policies and Procedures Guide (PAPPG 20-1) and Foreign Influence Jean Feldman, Head, Policy Office, Division of Institution and Award Support, within the Foundation's Office of Budget, Finance, and Award Management at the National Science Foundation (NSF) will provide an update on the PAPPG 20-1 effective June 1, 2020. In this session, she will address many of the questions received from the research community post implementation of the PAPPG, including questions from COGR members. Dr. Rebecca Keiser will explain her new role as the Chief of Research Security Strategy and Policy and provide an overview on foreign influence matters pertaining to research at NSF.
Friday, June 12:
12:00 pm - 1:00 pm: Update on Section 117 Reporting Requirements Hilary Malawer, Deputy General Counsel, Department of Education, will discuss the revised HEA Section117 reporting issued in April (and discussed in the recent COGR Update). The current status of the new electronic web portal that is to be used for the July 31 report will be addressed in the discussion, and an additional Department of Education representative (Kevin Slupe) will be available to answer technical questions. A representative from a COGR member institution also will be a participant in the panel and will discuss institution concerns. The opportunity will be provided for audience Q&A.. This will also be an opportunity to hear directly from the Department of Education with regard to the revised requirements, and to have your question addressed.
2:00 pm - 3:30 pm: COGR Committee Reports & Preliminary Results of COVID-19 Impact Survey COGR Committee Chairs will update the Membership on the issues being addressed by each Committee. In addition, we will present preliminary results from the COVID-19 Impact Survey.
