2:00 pm – 3:00 pm: Strengthening Diversity, Equity, Inclusion and Accessibility at NIH. COGR welcomes Dr. Marie Bernard, NIH’s Chief Officer for Scientific Workforce Diversity (COSWD) to the March virtual membership meeting. Dr. Bernard will discuss the COSWD Strategic Plan for Diversity, Equity, Inclusion and Accessibility for fiscal years 2022-2026, including general themes NIH received in response to the Request for Information (RFI) to Advance and Strengthen Racial Equity, Diversity and Inclusion in the Biomedical Research Workforce and Advance Health Disparities and Health Equity Research. COGR’s response to the RFI can be found here.
4:00 pm – 5:00 pm: Association Update: Ona Alston Dosunmu, J.D., President and CEO of the National Association of College and University Attorneys (NACUA). NACUA’s mission is to advance the effective practice of higher education attorneys for the benefit of the colleges and universities they serve. President Dosunmu, along with Nelson Dong of Dorsey & Whitney LLP, and Stephanie Gold of Hogan Lovells, will give us an overview of NACUA and the current research-related issues on their radar.
Wednesday, March 2, 2022:
2:00 pm – 3:00 pm: NIH Data Management Policy - New Resources: Gregory K. Farber, Director, Office of Technology Development and Coordination, Lyric Jorgenson, Acting NIH Associate Director for Science Policy, and Taunton Paine, Director, Division of Scientific Data Sharing, Office of Science Policy, NIH will join COGR's March meeting to discuss available and future resources developed for the research community regarding NIH's Final Policy on Data Management and Sharing. The Final Policy will be effective January 25, 2023.
4:00 pm – 5:00 pm: Discussion Hour* Meet the Committees: Do you want to know more about what each COGR Committee does? Do you have questions about a committee’s activities/areas of expertise or want to see how other institutions are handling a particular issue? Want to know more about being a COGR Committee member? This session will give attendees a chance to learn more about COGR, COGR Committees, as well as to raise questions and topics with your colleagues “speed-date style.” The discussion hour will start with an overview of COGR, who we are, what we do, a bit of historical background and how to become more involved with COGR. Attendees will then be ‘sent’ to one of four committee “breakout rooms” hosted by the Committee Chair and associated COGR Director who will introduce committee members and provide a brief update on committee priorities, and then open the floor to attendees to ask questions and raise issues specific to the committee’s areas of expertise. There will be three rounds of Committee “speed-date” sessions of 15 minutes each, so attendees will be able to hear from three out of four committees of their choosing.
Thursday, March 3, 2022:
12:00 pm – 1:30 pm: NSPM-33 Implementation Guidance on Research Security Programs - Practical Considerations. Panelists from public and private universities will discuss what their institutions are considering as they plan for implementation of the research security program requirements outlined in the NSPM-33 Implementation Guidance. Panelists will discuss addressing cybersecurity, foreign travel, export control, and training requirements; leveraging existing systems and processes; and program governance arrangements.
2:00 pm – 3:30 pm: Cost of Compliance: NSPM-33, New Disclosure Requirements, and Research Security Plans. This session will look at the new NSPM-33 disclosure and research security requirements using a cost of compliance lens. We will share a survey methodology COGR has used with ten member institutions, and two of these institutions will present case studies. The data COGR has collected will be shared with federal agency leaders to support further discussions on administrative burden, harmonization opportunities, and how to pay for this new unfunded compliance mandate.

Friday, March 4, 2022:
12:30 pm – 1:45pm: Update from NSF on NSF-77 Analytics Tool and NSPM-33 Next Steps. NSF Chief of Research Security Strategy and Policy Rebecca Keiser will discuss NSF’s proposed uses of its new data analytics tool – NSF-77 – to review and analyze researcher disclosures and compare them against publicly available publication and patent information. Dr. Keiser, who additionally serves as a Co-Chair of the National Science and Technology Council Joint Committee on the Research Environment Subcommittee on Research Security, will also discuss the NSPM-33 Implementation Guidance and the next steps that agencies will be taking to realize the goals and objectives outlined in NSPM-33.
2:30 pm – 4:00 pm: Hot Topics / Emerging Issues: A Broad Look at COGR’s Agenda. The four COGR Committees are engaged in a wide range of issues––both those that are immediately “hot” and those that are emerging and expected to be hot topics going forward. As an alternative to COGR’s standing session on Committee Reports*, this session will focus on a select number of the hot and emerging issues that COGR is following and will provide insights to COGR’s approach and strategy for addressing these issues. This session will be led by COGR Board members, COGR staff, and other topical experts on these issues.
* - Note, Committee material that is not covered in this session will be addressed in the COGR Meeting Report later in March.
Discussion Hours will be held in a Zoom meeting format, allowing attendees to engage directly with COGR staff and Board/Committee members on issues related to meeting topics.
